Herbert I. "Hi" McDunnough (Nick Cage) is a petty thief who finds himself in and out of Arizona prisons for knocking off gas stations. While being processed one day, he meets and falls in love with Ed (Holly Hunter), a cop who takes his mugshots. Marital life reforms Hi; however, when tests show he is infertile and unable to adopt, Ed pushes her spouse to go back and get her a toddler at whatever cost.
