Accepted wisdom says dictators rule in an arbitrary and willful manner, with their subordinate leaders living in constant fear, always vulnerable to the dictator’s will, and always looking to defend themselves in a Hobbesian war of all against all. Gill challenges that notion by looking at two of the most heinous dictators of the 20th century, Joseph Stalin and Mao Zedong.
